Quinn's story starts, of all places, in a government lab. A secret government lab. One so secret, so hidden, that not even the beloved president knows about its existence. The lab was formed by a select few individuals who are aware of witches and demons, as a hush-hush offshoot of the Homeland Security Act. It's mandate is to protect Americans from terrorists - but specifically those threats that are of a magical nature.
The android XX-002 was created as a biological-cybernetic hybrid weapon against warlocks, demons, witches, etc. It was programmed with an alias cover, Quinn Merteuil, and sent to San Francisco (a hotspot for magical activity according to the government's records). The android acts as, and indeed believes that it is, a real-life human being. It is unaware of its true origins, with false programmed memories to create a past that it never had.
Meanwhile, the more insidious persona - The Imperative - lies dormant within Quinn. It is designed to automatically take over when faced with a magical threat... or when assigned a mission by the organization that created it. However, since XX-002 is only the first successfully functioning prototype, there are some errors. As a result, the two personalities within Quinn do on occasion interact with one another.
